Moldova. The project seeks to provide vocational and social training to youth from within these districts.
Following the training program, Fundaţia Muncii will assist the youth trained by the program to find lasting
employment opportunities.
The principal objective of the Fundaţia Muncii project is to create a sustainable mechanism for offering needed
skills to youth entering the labor market and employment for socially vulnerable youth. The project anticipates
300 young adults will obtain training necessary for obtaining permanent work in their communities or districts.

Beneficiaries and supporting parties
The beneficiaries of Fundaţia Muncii are young adults between the ages of 16 and 25 living in the districts of
Călăraşi and Ungheni. The program involves youth independent of academic achievement. Priority is given to socially
vulnerable youth. Young women will constitute 70% of the total number of beneficiaries.
The Fundaţiei Muncii project will be implemented in partnership with public and private organizations in order to
insure that the contributions of those involved will produce the best possible results. The Community Association for
Children and Youth, “Făcila”, is the principal partner in the project and is responsible for the implementation of the
project activities. Făcila will be assisted by the Dutch consulting company Nehem International and consultants from
the Center for Economic and Social Politics in Moldova.
The committee coordinating the Fundaţiei Muncii project includes the district and municipal governments of Ungheni
and Călăraşi. The project will be adapted to the existing systems that provide social assistance to youth and the
labor force. Thus, the project will be implemented with the cooperation of the National Agency of the Labor Force,
intermediary and vocational schools, local and central authorities, the “Ungheni Business” Free Trade Zone, private
companies and other relevant non-governmental organizations.
Fundaţiei Muncii guarantees 100% employment for motivated beneficiaries of the project. The project will employ
beneficiaries for a period of one year with the intention of securing permanent employment thereafter. This
methodology follows the innovative approach taken by similar programs in the Czech Republic and other countries.
Fundaţia Muncii will operate as an employer, labor market advisor, temporary work agency, and an instructor
for new entrepreneurs.
At the moment, the municipality of Ungheni offers support by supplying Fundaţiei Muncii facilities and covers
upkeep costs. The district government of Ungheni and Călăraşi will analyze the possibility of contributing to
future deficits in the project budget.
The national government of Moldova is seen as a major contributor to Fundaţia Muncii. In this respect, the
government will be implicated in all parts of the project.
